Artificial intelligence is becoming part of the infrastructure through which institutions preserve knowledge, communicate, make decisions, and coordinate their activities.
These systems are not neutral. Their design reflects assumptions about what matters, what should be remembered, and what outcomes to optimize.
Bhutan has an opportunity to build these systems from its own philosophy of human-centered development.

Bhutan's experience with Gross National Happiness, environmental stewardship, and long-term institutional thinking provides a distinctive starting point for the agentic age.

Its initial governance should provide clear technical responsibility, oversight from 4SG, participation from users, transparent data rules, and human review where consequences are significant.
As the capability matures and demonstrates value, it can evolve into an independent Bhutanese for-benefit company.
